Christopher Hume quotes Patrick Devine as equating an "enlightened politician" with one who favours growth. The simplest arithmetic will show that the present rate of population growth worldwide (74 million a year) will have to cease eventually, and it is not hard to see that growth of towns will also have to cease. A closer look at these questions suggests that it would be a good idea for all of us if growth started to decline now. The truly enlightened politicians and planners will be those who are thinking about how to reduce the rate of growth, and how to do it so that our descendants can be as prosperous as we are today.
